As others have reported Etcher gave multiple partitions on the usb pen drive and Windows kept coming up telling me I needed to format each partition before I could use the drive. There was the same result with using Rufus so it's not the Etcher software.
The big problem then was getting the messed up usb drive back into shape by removing those partitions - 11 in my case. I failed with the tips given using Windows tools. After hours of frustration I found that using MiniTool Partition Wizard freeware will sort out the usb stick.
